President Biden's Executive Order on Artificial Intelligence

Washington, DC - October 30, 2023 - President Biden announced today an Executive Order regrding AI (Artificial Intelligence). 

Today, President Biden is issuing a landmark Executive Order (EO) to ensure that America leads the way in seizing the promise and managing the risks of artificial intelligence (AI). The Executive Order establishes new standards for AI safety and security, protects Americans’ privacy, advances equity and civil rights, stands up for consumers and workers, promotes innovation and competition, advances American leadership around the world, and more. A basic summary of this EO is as follows:

New Standards for AI Safety and Security
  1. AI developers must share their safety test results with the US Government
  2. They must also deveop standards, tools, and tests to ensure that AI systems are safe, secure, and trustworthy
  3. They must protect against the risks of using AI to engineer dangerous biological materials
  4. They must protect Americans from AI-enabled fraud and deception by establishing standards and best practices
  5. Establish an advanced cyber-security program to develop AI tools to find and fix vulnerbilities in critical sofware
  6. Order the development of National Security Memorandum that directs further actions on AI and security
Protecting American's Privacy
  1. By prioritizing federal support in acclerating the development and use of privacy-preserving techniques
  2. Strengthen privacy-preserving research and technologies
  3. Evaluate how agencies collect and use commercially available information
  4. Develop guidelines for federal agencies to evaluate the effectiveness of privacy-preserving techniques.
Advancing Equity and Civil Rights
  1. Provide clear guidlines to landlords, Federal benefits programs, and federal contractors
  2. Address algorithmic discrimination
  3. Ensure fairness throughout the criminal justice system
Standing up for Consumers, Patients and Students
  1. Advance the responsible use of AI
  2. Shape AI's potential to transform education
Supporting Workers
  1. Develop principles and best practices to mitigate the harm and maximize the benefits of AI for workers
  2. Produce a report on AI's potential labor-market impacts
Promoting Innovation and Competition
  1. Catalyze AI research across the United States
  2. Promote a fair, open, and competitive AI ecosystem
  3. Use existing authorities ro expand the ability of highly skilled immigrants and nonimmigrants with expertise in critical areas to study, stay, and work in the United States
Advancing American Leadership Abroad
  1. Expand bilateral, multilateral, and multistakeholder engagements to collaborte on AI
  2. Accelerate development and implementation of vital AI
  3. Promote the  safe,  respnsible, and rights-affirning development and deployment of AI abroad to solve global challenges
Ensuring Responsible and Effective Goveranment Use of AI
  1. Issue guidance for agencies' use of AI
  2. Help agencies acquire specified AI products and services
  3. Accelerate the rapid hiring of AI professionals
