My personal favorite that I use solely is "SquareSpace.com."
Their customer service is quick, usually one-time only and often unnecessary because their built-in help videos are awesome.

CMS features vary widely. Most include web-based publishing, format management, history and editing. By their nature, content management systems support the separation of content and presentation.
Basically, CMS allows you to become a website creator. Each system is different, but not very hard to learn. You have to "ask around" --- ask your friends who create websites what they use. As I said, I love SquareSpace.
